It’s real simple , someone take a high grade telescopic camera for a few months and collect vision. Then locate the source of these lights and get closer ..not that hard .
Sounds like a standard product ..no high speed ninety degrees movement or evasive moves or no military planes sent out

Rapid pulsing lights are used in approach or departure and meant to warn and more importantly be seen. If those were above the base and not responding to comms then that object would have sparked fighter personnel, attack jets or drones and there would be a daylight look to that entire region of the state that Langly occupies. Unfriendlys over one grain of sand in the United States would become dust, so I am guessing that was planned and executed by the base and base pilots.
